Two lecturers from Political Science, Mr. Emmanuel Shebbs and Mr. Hillary Obike engaged in “fight” at the venue of SRC Inauguration.
Dr. Chidi Mba described the tuzzle as “intellectual fight”.
It all started when Mr. Shebbs mounted the stage to present a paper titled “Leading a Legislative House in the 21st Century World”. Mr. Shebbs was invited as the guest Lecturer of the occasion.
After the lecture, Mr. Hillary picked up the microphone and countered what Mr. Shebbs said. Mr. Shebbs had earlier said that the Executive Arm of government makes laws just like the Legislature. But the difference lies on the class of law the Executive makes. He said the laws made by the Executive can be quashed by the court while those made by the legislature can’t be quashed by the court.
Mr. Hillary said Mr. Shebbs was wrong by saying Executive makes laws. He said only the judiciary makes laws.
Responding to the position of Mr. Hillary, Mr. Shebbs reacted saying that those who claim only the legislature makes laws do not know the meaning of law. He said a law is any government’s decision which can be enforced. He said there is what is called hierarchy of laws. While the Executive laws are inferior, the Legislative laws are superiors. In the case of any conflict, the laws of the legislature will supersede.
While reacting to the heated argument, Dr. Chidi Mba said “Dean of students Sir, there is an intellectual fight here. I think its getting interesting. I will suggest a day is fixed for both Hillary and Shebbs to come settle the issue of whether the Executive can make laws”.
